"EXHANGE" WAS A SPLIT 10 INCH EP RELEASED ON SUB CITY RECORDS IN 1999 WITH MIAMI, FLORIDA SKA-PUNK BAND AGAINST ALL AUTHORITY AND THE EAST BAY'S PUNK ROCKERS THE CRIMINALS. A PORTION OF THE PROCEEDS FROM THE SALES OF THE SPLIT WERE DONATED TO THE BERKELEY FREE CLINIC, AN ORGANIZATION WHICH PROVIDED S.T.D. SCREENING AND TREATMENT, PRIMARY MEDICAL CARE, DENTAL CARE, H.I.V TESTING, COUNSELING AND REFERRALS TO MORE INTENSIVE OUTSIDE RESOURCES. ALONG WITH THOSE SERVICES, THE CLINIC ALSO PROVIDED A CLEAN NEEDLE EXCHANGE FOR I.V. DRUG USERS, IN ORDER PROMOTE HARM-REDUCTION AND LOWER THE RISK OF CONTRACTION AND SPREAD OF S.T.D.S AND OTHER BLOOD-BORNE INFECTIONS RELATED TO I.V. DRUG USE, SUCH AS H.I.V. AND HEPATITIS. SOME PEOPLE MAY CONSIDER SUCH A PROGRAM AN ENDORSEMENT OR PROMOTION OF I.V. DRUG USE, BUT THE IDEA BEHIND IT IS UNDERSTANDING THE INHERENT DIFFICULTY FOR ADDICTS TO QUIT, AND INSTEAD ENABLE SAFER, MORE HEALTH-CONSCIOUS PRACTICES, THUS REDUCING THE OVERALL RISK OF INFECTION TO THE GENERAL PUBLIC AS A WHOLE.
IN THE SPIRIT OF THE TITLE, ("EXCHANGE" REFERRING TO THE NEEDLE EXCHANGE PROGRAM), THE BANDS COVERED ONE OF EACH OTHER'S SONGS IN A "SONG EXCHANGE." THE A SIDE OF THE RECORD FEATURES THREE ORIGINALS FROM AGAINST ALL AUTHORITY, PLUS A COVER OF THE CRIMINALS' "I WANT TO STAB YOU WITH SOMETHING RUSTY." THE TRACKS WERE RECORDED AT THE DUNGEON BY JEREMY DUBOIS, WITH DANNY ON BASS AND VOCALS, JOE ON GUITAR AND VOCALS, TIM ON SAXOPHONE, JEREMY ON TRUMPET AND SPIKEY ON DRUMS. THE B SIDE CONSISTS OF TWO ORIGINALS FROM THE CRIMINALS AND A COVER OF AGAINST ALL AUTHORITY'S "ALL FALL DOWN." IT WAS RECORDED IN THE SPRING OF 1999 AT CAT BOX STUDIOS BY CHRIS AND BILLIE JOE OF GREEN DAY. THE CRIMINALS' LINE UP AT THE TIME OF RELEASE WAS JESSE LUSCIOUS ON VOCALS, ZACH ATTACK ON GUITAR, MIKE SEXXX ON BASS, AND JULIE THORN ON DRUMS.
